On March 21, 2018 a Douglas County Grand Jury released its final report after spending over 14 months investigating several issues within the county. One of the issues was a complaint about an alleged “quota” system within the patrol division that was being used as a part of the deputies’ performance reviews. It was reported that this quota system, along with posting a list of deputies who were underperforming for the whole department to see, led to a degradation of morale and an exodus of deputies from the department.
